Developer Prosecutions Fuel Push for Legal Clarity in Crypto

The proposed House bill arrives after high-profile prosecutions of crypto developers, including Roman Storm, who was found guilty in 2025 of operating an unlicensed money transmitting business tied to Tornado Cash. Similarly, Keonne Rodriguez and William Lonergan Hill, creators of Samourai Wallet, pleaded guilty to comparable charges and received prison sentences.
Advocates say these cases illustrate the risks developers face when writing privacy-focused or decentralized software. However, it remains unclear whether the new legislation, if passed, would retroactively affect ongoing or previously decided cases. As of now, Storm still faces unresolved legal proceedings on additional charges.
