The Clarity Act doesn’t guarantee that a province can secede. Even with a clear vote, the Act only triggers an obligation for federal and provincial governments to negotiate terms of separation. Any eventual secession would require a constitutional amendment approved by the federal government and all provinces — a complex and politically difficult process
