Two dormant LIBRA wallets—“Milei CATA” and “Libra: Team Wallet 1”—liquidated $58M in USDC, swapped it for SOL, and transferred it to FKp1t.

Analysts suspect the timing is to avoid freezing orders, as SOL cannot be frozen like USDC. The moves coincide with today’s Congressional LIBRA report release.
