US Securities and Exchange Commission Chair Paul Atkins said the agency is moving toward a clearer and more structured approach to digital asset regulation, stepping back from its previous reliance on enforcement actions. Speaking at an industry event, Atkins emphasized that the SEC will begin by defining how federal securities laws apply to crypto, following a new memorandum of understanding with the Commodity Futures Trading Commission.
He described the latest interpretative guidance as “a beginning, not an end,” signaling that further policy development is on the way. The shift could mark a major turning point for the crypto industry, which has long criticized the SEC’s earlier enforcement-heavy stance as unclear and unpredictable.
