Regulators Worldwide Move Against xAI Over Grok Imagery

Pressure on xAI is rapidly becoming global. Regulators in the U.K., the European Union, India, Indonesia, and Malaysia have all taken steps ranging from formal investigations to temporary blocks of Grok after a surge in manipulated sexualized images circulated online.
AI governance firm Copyleaks estimated that at the peak of the trend, roughly one manipulated image per minute was being posted on X, with some samples suggesting thousands per hour. The issue appears to have escalated after adult-content creators used Grok-generated imagery for promotion, prompting copycat requests involving non-consenting individuals and public figures.
Several jurisdictions are now examining whether existing laws on nonconsensual intimate imagery and child sexual abuse material apply to AI-generated content, increasing the legal risk for AI developers operating at scale.
