Bitchat’s rise reflects how quickly users adapt when access is restricted. The app uses encrypted Bluetooth mesh networks, allowing messages to spread device-to-device without the internet. Data shared earlier this month suggested more than 400,000 Ugandans had already downloaded the app, a number expected to rise as the blackout continues.

Ironically, just days before the shutdown, Uganda Communications Commission director Nyombi Thembo said there were no plans to cut internet access. His reversal has only fueled criticism and accelerated adoption of offline communication tools.
