Stablecoins and Spot ETFs Move Into the Mainstream

A centerpiece of the plan is the Digital Asset Phase 2 legislation, expected in Q1 2026. Under this framework, stablecoin issuers will need government approval, full reserve backing, and guaranteed redemption rights — a direct response to past algorithmic stablecoin failures.
At the same time, South Korea confirmed plans to approve spot crypto ETFs, unlocking access for pension funds, asset managers, and corporate treasuries that were previously shut out. This aligns Korea with markets like the US and Hong Kong and could accelerate institutional crypto adoption across Asia.
