What Features of the Digital Euro Are Still Up for Debate?
-

While European institutions agree on the need for a digital euro, several design elements are still being negotiated. A representative from the European Commission noted that there is broad support for key features such as legal tender status, offline payments, strong data protection, and financial inclusion. These elements are widely seen as foundational to the project.
However, other aspects remain unresolved, including the level of privacy for online payments, acceptance rules, service provider compensation, and holding limits designed to prevent bank deposit flight. Consumer advocates expect a dual online-offline model that balances resilience with privacy, reinforcing confidence while preserving the stability of Europe’s existing financial system.

everyone agrees on the digital euro in theory, but the privacy vs control part is where it gets sticky
