Pavel Durov revealed that Iran’s long-standing ban on Telegram has not reduced its usage—instead, it has driven millions of users toward VPNs and other circumvention tools. Despite government restrictions, tens of millions of Iranians continue to access the app by masking their location and bypassing national firewalls.
This unintended outcome highlights a broader trend: attempts to control digital communication often lead to increased adoption of privacy tools. Rather than shifting users to state-approved platforms, the ban has strengthened what Durov described as a “digital resistance,” showing how difficult it is to enforce centralized control over global internet access.
