The European Commission has accused TikTok of intentionally designing its app to be addictive, calling out features like infinite scroll, autoplay, push notifications, and its recommendation algorithm.
In preliminary findings under the EU’s Digital Services Act, regulators said TikTok failed to properly assess how these design choices could harm users — especially minors and vulnerable adults.
The Commission argues that constantly rewarding users with new content pushes them into “autopilot mode,” fueling compulsive behavior and weakening self-control.TikTok has rejected the claims and says it will challenge the findings.
