Beyond civilian use, stablecoins have allegedly been exploited by sanctioned actors. A recent report from TRM Labs claims Iran’s Islamic Revolutionary Guard Corps has moved more than $1 billion in stablecoins through front companies operating abroad since 2023.
The report alleges these entities functioned as part of a broader sanctions-evasion network, enabling cross-border value transfers despite international restrictions. The findings have intensified calls for stricter oversight of stablecoin flows without cutting off access for ordinary users.
