Senator Rogers’ latest proposals build on Arizona’s already unusual position in U.S. crypto policy. The state is one of the few with laws allowing abandoned digital assets to be claimed by the government, a framework originally tied to efforts to establish a state-level crypto reserve. Rogers has also pledged to reintroduce a Bitcoin reserve bill previously vetoed by Governor Katie Hobbs, signaling that the debate is far from over.
Arizona’s approach stands in contrast to other states experimenting with crypto regulation. While Ohio has explored tax exemptions for small crypto transactions and New York has proposed a digital asset excise tax, Arizona is moving toward explicit tax immunity and infrastructure protection.
