Photos and videos on social media showed robotaxis immobilized, creating gridlock as human drivers navigated around them.
The blackout, caused by a PG&E substation fire, affected around 120,000 customers and disabled many traffic lights.
Waymo’s self-driving systems are designed to treat non-functioning lights as four-way stops, but the scale of the outage caused some cars to remain stationary longer than usual.
A Waymo spokesperson confirmed that most trips were completed successfully and the company is integrating lessons learned to improve performance during citywide infrastructure failures.
