State Crypto Reserve Trends

Florida would join a small group of states pursuing public crypto reserves. In 2025, most state-level Bitcoin and digital asset bills failed, but three passed:
New Hampshire HB 302: Treasurers can invest up to 5% of public funds in large-cap digital assets (currently only Bitcoin).
Texas SB 21: Establishes a Bitcoin-only reserve.
Arizona HB 2749: Allows a digital asset reserve funded from unclaimed property.
Barnaby is also pursuing HB 175, a bill to ease regulatory requirements for stablecoin issuers, requiring full USD or Treasury collateralization and monthly audits. Like HB 183, the stablecoin bill targets July 1, 2026 for implementation.
