Hacks have hit credit card companies, telecoms, startups, and government agencies.

Ministries often respond slowly and in silos, without a clear “first responder” agency.

A severe shortage of cybersecurity talent is hampering progress.

“The government’s approach remains largely reactive,” says Brian Pak, CEO of Seoul-based cybersecurity firm Theori. He warns that quick fixes after each crisis are crowding out long-term resilience-building.
