California Passes Landmark AI Transparency Bill

California has enacted SB 53, the first state-level law requiring large AI developers to disclose safety protocols and report critical incidents.
The law applies to companies building large-scale AI systems, including OpenAI, Anthropic, Meta, and Google DeepMind. It mandates public transparency about safety measures, creates protections for employee whistleblowers, and establishes a reporting channel to the state’s Office of Emergency Services for incidents such as cyberattacks or deceptive model behavior carried out without human oversight.
While some in the industry warn that a patchwork of state rules could stifle innovation, others see SB 53 as a model for responsible AI governance. Anthropic publicly supported the bill, while Meta and OpenAI lobbied against it.
